CorCom has condemned and boycotted the proposed visit of Indian President Droupadi Murmu to Manipur (Kangleipak) . The CorCom has also called a total shutdown on the day of the President's visit. The proposed visit of Droupadi Murmu to the State to attend the commemoration of Nupi Lan anniversary on December 12 is not intended to bring peace and development in Manipur, the CorCom said in a statement. It said that the proposed visit is aimed at consolidating the alleged colonial rule in Manipur which has been already devastated by the Government of India's proxy war and its policy of creating animosity among communities. Prime Minister Narendra Modi was in Manipur (Kangleipak) on September 13, 2025 to see the results of the Government's diabolic policies, it alleged further. As a result of the Government of India's policy, particularly Narendra Modi and Amit Shah, around 300 innocent people have been killed in Manipur and thousands of people have been rendered homeless. Asking whether the President of India's proposed visit is intended to pour oil to the fire, the CorCom said that India never likes a united Manipur. In order to prevent the emergence of a united Manipur (Kangleipak), India has been sowing seeds of distrust and communal conflicts in the names of ethnicity and religion, it alleged. Not satisfied with all their efforts to break up Manipur, the Government of India has been conspiring to erase Manipur (Kangleipak) completely. As a part of their attempts to wipe out Manipur (Kangleipak), Indian armed forces forcibly erased the word "Manipur" painted on a bus at Gwaltabi, the CorCom said. While conspiring to create a separate administrative unit out of Manipur in the name of ethnicity and religion, the President of India, pretending to be benevolent, is planning to attend the sacred Nupi Lan anniversary, it said. The CorCom said that the two Nupi Lans fought in 1904 and 1939 by the brave mothers of Manipur against the British were aimed at uprooting colonial rule from Manipur (Kangleipak) . The brave mothers yearning for freedom were victorious in both the Nupi Lans which are very rare in the history of mankind, it said. The Nupi Lan functions observed in Manipur (Kangleipak) since many years back were in commemoration of the unmatched valour, struggle and sacrifice of those brave mothers. But this year, the President of India will be here to defile Nupi Lan, it alleged. As such, the people of Manipur must not support the proposed visit of President Droupadi Murmu, it said. The CorCom then called upon all the people to condemn and boycott the Indian President's visit enmasse. The CorCom has also announced a total shutdown from 1 am on the day of the President's visit till she leaves Manipur (Kangleipak). The total shutdown will not cover medical, essential and emergency services, it added.

Even as two IndiGo flights - one incoming and another outgoing - were cancelled today, the airline's flights from Imphal International Airport are expected to operate normally on December 9 . IndiGo has announced normal flight operations at Imphal Airport on December 9, with no cancellations reported on the day. While normal operation is expected, flights may still be cancelled due to operational and other uncontrollable factors, said the Imphal International Airport on Facebook. The Imphal Airport handle on Facebook posted:
"IndiGo flight update-09th December
We are pleased to inform that IndiGo has announced normal flight operations at Imphal Airport for December 9, with no cancellations reported for the day. This marks a welcome step toward stable and seamless operations. Please Note: While operations are running smoothly, flights may still be subjected to delays or cancellations due to operational or other uncontrollable factors. Passengers are kindly advised to stay updated and verify the latest information directly with the airline" . Notably, IndiGo cancelled two of 14 flights on the Imphal-Guwahati-Kolkata route today. The airline had cancelled the 8.40 am flight from Kolkata to Imphal and the 9.15 am flight from Imphal to Kolkata. While IndiGo operated 1800 plus flights today, it cancelled over 562 flights across various cities. Significantly, the airline has blamed regulatory changes in Flight Duty Time Limitations (FDTL) for pilots for the mass cancellations that have affected lakhs of flyers. Civil Aviation Minister KR Mohan Naidu in the Parliament has informed that the IndiGo flight disruptions have affected 5.8 lakh people. The FDTL norms, revised and notified on May 31, 2024, is to ensure "fatigue protection and passenger safety", the Directorate General of Civil Aviation (DGCA) has said. The Flight Duty Time Limitation (FDTL) norms specify how long crew can remain on duty from reporting until sign-off, how many hours they may actually fly during that window, how many night landings are allowed and the mandatory rest gap that must follow. The revised FDTL has raised minimum weekly rest to 48 consecutive hours from 36 specified in the 2019 guideline. While IndiGo has blamed the revised FDTL for the cancellations of its flights since December 2, the DGCA has flagged "significant lapses" in the airline's planning, oversight, and resource management. Reports said, IndiGo CEO Piter Elbers and Chief Operating Officer Isidro Proqueras are likely to be summoned on Wednesday by a four-member probe panel that has been set up by the DGCA as part of its investigation into the IndiGo flight disruptions.
A team of COCOMI led by its convenor Khuraijam Athouba and a committee of IDPs today visited Leimaram Waroiching Leikai where displaced families have resettled a few days back. Together with local leaders of Waroiching, the team visited the houses one by one. Khuraijam Athouba said that many of the houses have broken down as they were abandoned for two years and a half. Some houses are no longer fit for dwelling. As such, the families have been in makeshift structures made of tin sheets, he said. Notably, there are around 67 households at Leimaram Waroiching. The COCOMI convenor said that the amount sanctioned by the Government collectively for repairing the damaged or worn out houses would not be enough. The Resettlement and Rehabilitation Committee need to look into all the requirements for constructing houses, he said. The villagers must be members of the committee and the committee must take up necessary measures which can make up the requirements of running a family, Athouba said. He added that the villages have lost all their sources of income. On the other hand, the sit-in-protest being staged at Lamboi Khongnangkhong under the aegis of COCOMI and IDPs has completed eight days today. It is said that the Government now has only 23 days to keep its promise of resettling IDPs .

The student representatives talked with the Governor for around 20 minutes and they urged the Governor to make sure that school textbooks are available in time before the commencement of the next academic session. The bidding process for the widening and improvement of Sangshak-Tengnoupal road (package-3) has been cancelled. The Ministry of Road Transport and Highways (MoRTH) today issued a corrigendum whereby the bidding process of Sangshak-Tengnoupal Road (package-3) was cancelled. The corrigendum said that securities deposited by bidders who took part in the bidding process will be refunded and the same may be collected from the office of the Chief Engineer, PWD Manipur. Package 3 of the Sangshak-Tengnoupal Road Project starts from Khonglo village and ends at Kasom Khullen village, spanning a distance of 48 Kms . The road should be widened to two lanes and blacktopped. The estimated cost or bid value of the project is Rs 429.94 crore (without GST). Construction of the road should be completed within 18 months. There are 11 villages between Sangshak and Teng- noupal, and the road is a key link for a large number of people. Altogether 12 companies/agencies/contractors bid for the road construction project. Tender for the 48 Kms long road project was held on August 12, 2025 before the Ministry's evaluation committee evaluated the technical bids. After the evaluation, two bidders namely; M/S JKM Infra Works LLP and M/S Allone Infra Private Limited were declared as technically non-responsive bidders. On opening the financial bids, Niraj Cement Struc-turals Limited was found bidding at the lowest rate (lowest one or L 1) . Against the estimated cost of Rs 429.94 crore, the company bid the project at Rs 227 crore. As the L1 was bidding for the project at 47 per cent lower than the estimated cost, MoRTH officials were of the view that executing the project at this rate would not be able to maintain proper quality. Subsequently, MoRTH cancelled the tender/bidding process.

Ukhrul MLA Ram Muivah has flagged "significant delays that have plagued PMGSY project" in Manipur in a letter to Governor Ajay Kumar Bhalla today. Significant delays have plagued the PMGSY project in Manipur, with no new projects since March 2022 . Manipur's exclusion from annual PMGSY allocations has been attributed to non-submission of UCs (Utilisation Certificates), although sanctions depend on meeting project criteria rather than UCs, said the MLA in the letter to the Governor. The MLA pointed out that on March 7, 2024, 56 works were sanctioned under PMGSY-III, followed by 41 works on March 29, 2025 . However, tenders for these works have faced cancellations due to contractor demands and lack of responses. The MoRD's directive on September 19, 2025, to withdraw un-tendered works has further stalled progress, leaving a tender floated on August 29, 2025, unopened due to unfounded contractor complaints, said the MLA . He urged the Governor for his personal intervention to expedite the PMGSY tender process in the larger interest of public service.
Deputy Commissioner of Churachandpur, Dharun Kumar S, accompanied by Thangboi Gangte, ADC Malnuam, conducted a spot enquiry and review of the ongoing projects under NHIDCL along NH-102B . During the inspection, the Deputy Commissioner expressed dissatisfaction with the pace of work, particularly in Package 4A and 4B (between Songtal and Tuivai Bridge) . He directed NHIDCL officials to adopt a war-footing approach to execution, stressing the need to capitalize on the State's limited working season. He further instructed the completion of works under Package 2A, 2B, 3A, and 3B, with a clear focus on achieving maximum physical progress during this period. Later in the day, the DC chaired the District Review Meeting at the Mualnuam Sub-Divisional Headquarters. The meeting was attended by ADC Malnuam Thangboi Gangte, ADC Churachandpur Seiminthang Lenthang, District Level Officers (DLOs) from various departments, and representatives from NHIDCL . The DLOs presented a departmental overview and highlighted their progress and achievements through PowerPoint presentations on various schemes and programmes. The review underscored the importance of coordinated efforts to ensure timely implementation of development initiatives across the district. The meeting concluded with a dinner hosted by ADC Mualnuam, Thangboi Gangte.
The All Jiribam United Clubs Association (AJUCA) and Jiri Development Organization (JDO) have submitted a representation to Governor Ajay Kumar Bhalla, urging him to intervene and expedite the PMGSY-III projects in Jiribam district. The Pradhan Mantri Gram Sadak Yojana (PMGSY) is a flagship programme of the Government of India launched to improve rural road connectivity. While the work under the PMGSY-III in Jiribam was sanctioned in March 2024, no significant progress has been made so far, the organisations said in the memorandum, adding this reflects poorly on the PR Government's commitment to development in the district. The organisations said the Rural Engineering Department (AED), Manipur was entrusted with the work. The organisations informed the Governor that the tender for one of the work packages worth Rs 22.70 crore was held again in September 2025 after it was cancelled the first time. However, the work for this project has not been initiated yet. As the sanctioned project has not been implemented and completed in time, there is a high risk of it being terminated, the organisations added. Meanwhile, it is unfortunate that there is conflict of interest with the local contractors following the tender process of the PMGSY III project. This issue has escalated to the point that it has been taken to Court. Demanding transparency and adherence to relevant guidelines in all processes including the floating of the tender, the organisations urged the Governor to intervene and expedite the PMGSY-III project in the current working season.

Speaking on the occasion, Thumlip Tiningpham stated that it is compulsory for both men and women to understand each other in sorting out any problem they faced. "It is quite fortunate that this very department is not facing any issues related with sexual harassment at workplace, and if it happens to have such issues, then the complaint should be brought into the Internal Complaints Committee (ICC)", she added. Appreciating the dedication of the District Information Officers who joined the programme, Thumlip Tiningpham urged them to ensure the effective implementation of IC-related activities in their respective workplaces and emphasized the importance of being well-versed with the rights and provisions outlined under the Women Empowerment Act. Ngangom Uttam Singh stated that the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 has been implemented across all workplaces. "When an affected person trusts and believes in the effective functioning of this Act, it ensures a sense of safety and protection in their life", said the Director while emphasizing that everyone should recognise the Act as a powerful legal safeguard. The Director noted that the public often find it more comfortable and convenient to submit their grievances to CSOs through the Local Centres (LCs) rather than approaching the Government Internal Committees(ICs) . He added that this trend may stem from a perceived difference in status among complainants. He also urged all citizens to feel free and confident in reaching out to the Government ICs as well for the redressal of their grievances. During the technical session, Thiyam Rajkishore Singh, Advocate, highlighted the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 . The technical session witnessed active participation from several DIOs, both in physical and virtual modes, along with officials and staff of the DIPR .
Assam Rifles organised two solemn Wreath Laying Ceremonies on December 7 & 8, 2025 to honour the supreme sacrifices of Rifleman (Late) Rakesh Singh and Rifleman (Late) Lapka Damdum, whose valour and devotion to duty remain a source of inspiration for all ranks of the Force. Serving with Headquarters Company, he was part of the Quick Reaction Team that was mobilised following intelligence inputs about armed insurgents hiding in a nearby village. As the team approached the location, they came under heavy and indiscriminate fire. Rifleman Rakesh Singh displayed exceptional courage and presence of mind, retaliating with accurate fire to suppress the enemy and provide cover to his comrades. Despite sustaining grievous injuries, he continued to engage the insurgents until he succumbed to his wounds, making the supreme sacrifice while upholding the highest traditions of Assam Rifles and the Indian Armed Forces. The ceremony witnessed the participation of 150 officials and troops, who paid homage by laying wreaths and presenting a Guard of Honour. In the era of Digital India, five villages in Tamei sub-division, Ta-menglong have been without electricity due to a blackout spanning many days. The affected villages are Old Lemta, New Lemta, Nallong-1, Nallong-2, and Maguinong village, according to a press release issued by Humaliabou, former Chairman, ADC Tameng-long. The former ADC Chairman has urged the department concerned to address the issue sincerely as the five villages continue to live in the dark ages with no electricity even as the Nation boasts of ultra-fast internet, smart cities, and digital payments. "Residents of these villages are currently enjoying an exclusive, power-free retreat courtesy of an unannounced blackout spanning days - a rare luxury in these times of constant connectivity. Smartphones, laptops, and other digital marvels have been forced into a well-deserved rest, giving people a chance to reconnect with the ancient art of torchlight storytelling and candlelit dinners. Who needs Wi-Fi when you can have fireside chats instead?", it quipped. Demanding action on a more serious note, it asserted that these villagers are indigenous people of India and their voices deserve to be heard.
Even as public toilets are deemed to be worse and more unhygienic, the filthy and impaired state of the lavatory inside the Cheirap Court Complex has disgusted staff and the public alike. With broken wash and urinal basins, the lavatory complex is filled with filth and foul smell - all because of lack of maintenance and unhygienic use. There is no water in the basins. The wash basins have been converted into garbage bins for dumping Talab/Paan Masala pouches. The members of the public are using them only out of urgency. A person who was at the Court for a case said the availability of a public toilet inside the complex is convenient for the people but unhygienic use has rendered it useless. People ought to use and treat the lavatory as they would if it were at their home. Improper and unhygienic use in absence of regular cleaning and maintenance is bound to ruin every facility anywhere, said the man. The lack of water in the basins has also worsened the state of the lavatory, he added. Another person intervened and asserted that "it all depend on public consciousness" . When members of the public who use the facility are conscious of their actions, and educated enough to know it is their property, the lavatory in the Court and all public spaces would become neat and clean, said the man. "It is very simple to keep the lavatory clean. Use it well and wisely, use water to flush away waste properly and don't litter," added the man.
News of unfortunate road accidents around Kiyamgei Pal Ahanbi Bridge continue to surface as the bridge's elevated approach extending to the road proves to be hazardous for commuters. Just today, Laitonjam Robert, Deputy Secretary, Manipur Legislative Assembly lost his life in a fatal road accident here. In this connection, Peace & Integrity Committee Kiyamgei (PICK) and All Kiyamgei Nupi Chaokhat Thourang Lup have urged the Government to take action against the contractor concerned and officials of PWD involved in the "unlawful" construction of the Kiyamgei Pal Ahanbi Bridge along the Asian Highway-2 (Indo-Myanmar Road). Speaking to media persons near Kiyamgei Pal Ahanbi today, Chingakham Meghachandra, convenor, PICK said that in tackling the elevation level of the bridge, a portion of the Asian Highway-2 adjoining the bridge was also elevated upto the median point. Saying that this has put the safety of commuters at risk, he added that the contractor also tore down the black topping from one half of the road in the name of bridge construction work. As Leishang Hiden is also located here, there is heavy fog from 6 pm to 7 am during winter. This makes the area more hazardous to travellers due to visibility issues, he added. When complaints in this regard were raised to the Keirao AC MLA, he sided with the locals and added that PWD had been told to not construct the bridge as it was covered under the Ring Road project. Chingakham Meghachandra further pointed out that the problem has affected numerous people as the Imphal campus of Churachandpur Medical College is located at Kyamgei on top of many educational and health institutions. To prevent unfortunate road accidents from happening in the future, he urged the authority concerned to set up barricades or a traffic island at this high-risk site. If the Government does not blacklist the contractor at the earliest, he said the two organisations will lodge an FIR against him and initiate legal action. Additionally, the Public Works Department and the contractor should be held accountable for Laitonjam Robert's death, he maintained.
A team from the Rongmei Naga Council Manipur (RNCM), comprising social activists, former officials and advisors of various social organisations, conducted a field visit to Zeinguang Beach, a popular but underdeveloped tourist spot at Barak Basin in Bamgaijang village, Tamenglong district. In a release, the Council stated that the visit was carried out ahead of the upcoming 18th State Level Orange Festival scheduled from December 17 to 19 at Tamenglong. The purpose of the visit was to assess the site's overall condition and preparedness as one of the designated tourist destinations for the festival. During the visit, the team observed the preparations underway by local youth volunteers and appreciated the coordinated efforts of the Village Authority. They also acknowledged the role of the District Administration in providing electricity connection at the river bank. However, the RNCM expressed concern over the lack of essential infrastructure such as poor road conditions, inadequate tourist facilities and insufficient healthcare services. Despite the shortcomings, the Council noted the region's immense potential for tourism, owing to its sub-tropical climate, rich biodiversity and scenic landscapes that could significantly boost economic growth if properly developed. Appealing to authorities, the RNCM strongly recommended that immediate development projects be initiated in the area. They also emphasized that all developmental interventions must adhere to the principle of Prior and Informed Consent (PIC) as recognised under the Constitution and the UN Declaration on the Rights of Indigenous Peoples (UNDRIP), 2007. The RNCM proposed four key measures to enhance the tourism potential of Zeinguang Beach - i) widening and complete blacktopping of the existing IVR for all-weather connectivity, ii) construction of tourist infrastructure and installation of modem recreational facilities at Zeinguang Beach, iii) establishment of a Primary Health Centre (PHC) to ensure basic medical care for the people, and iv) construction of a suspension bridge linking Bamgaijang and Taizizeang villages across the Barak River. The organisation expressed hope that authorities will prioritise the development of Zeinguang, ensuring it receives the attention needed ahead of the upcoming Orange Festival and in future tourism plans.

He emphasised that safety remains the foremost priority and that the training aims to strengthen safe driving habits, defensive driving and effective emergency response. He also underlined the important role of conductors in managing passengers, maintaining order and shaping the overall travel experience. Stating that Manipur's geography makes this training particularly essential, Anurag Bajpai explained that hilly terrain, narrow roads, sharp bends and unpredictable weather create challenging driving conditions, especially during the rainy season. Terrain-specific safety techniques are crucial for preventing accidents and ensuring smooth and reliable connectivity across districts, he added. He stated that MST often serves remote and hill districts, carrying students, elderly citizens, vendors and daily wage earners for whom public transport is a lifeline. As the State upgrades road infrastructure and expands its transport network, he said staff must be equipped to handle new routes and emerging systems. He added that the government views its transport workforce as a symbol of stability, discipline and public trust, and that investing in training will help build a more professional and service-oriented team committed to providing safe and dependable public transport. Giving the keynote address. Khumanthem Diana Devi, Director, Transport Department, Government of Manipur, described the drivers and conductors as the backbone of the state's public transport system. She reaffirmed the government's commitment to strengthening connectivity across Manipur and shared that new bus routes are being planned to improve accessibility, with guidance and support from the Additional Chief Secretary (Transport). The programme included technical sessions on "Traffic Regulations, Signs and Penalties" by Hemochandra Irengbam, DTO Thoubal; "Motor Vehicle Mechanisms, Functions and Troubleshooting" by Kh Sanjeev, DTO Imphal West; and "Road Safety and Drivers' Responsibilities for Safe Driving" by Shantikumar Naorem, Member Secretary, IDTRC Manipur. The event was attended by Samson Huidrom, Deputy Director (Transport), Manipur, along with staff and officials of the Transport Department, drivers and conductors.
