Internally Displaced Persons have joined the collective voice to first identify and deport illegal immigrants before carrying out census operations in the State. Together with members of the Campaign for Just & Fair Delimitation (CJFD), IDPs staged a protest demonstration at Sajiwa relief camp today. The protesters demanded the Government to carry out census operations only after all the IDPs are resettled at their original places, and all the illegal immigrants are identified and deported from the State. Speaking at the sit-in-protest, CJFD convenor Jeetendra Ningomba said that IDPs from Ikou, Dolaithabi etc have been facing extreme hardships in relief camps.

Even though the Government has been claiming that violence has ceased and peace has returned, the hardships faced by IDPs have not eased a bit from the initial days of the violence. Their situation is no different from the initial days of the widespread violence, he said. Whereas a large number of people have been indulging in entertainment and merry-making programmes like Thabal Chongba, musical concerts etc till late night, the IDPs have been living in small, crammed rooms without any reading space for students, he said. It is a matter of grave concern that the Government has been preparing to carry out census operations on the false ground that there is peace and stability in the State, he remarked. Asking how officials would conduct house listing of IDPs whose houses had been burnt down, the CJFD convenor pointed out that houses of tens of thousands of IDPs from Moreh, Churachandpur, Kangpokpi and other places had been pulled apart or burnt down. On the other hand, illegal immigrants, emboldened by their growing number, have started demanding their own homeland and Separate Administration. They are directly challenging the territorial integrity of Manipur, he said. He called upon all the people to support and join the mass movement for deferring the scheduled census operations until illegal immigrants are identified and deported. Some IDPs who took part in the protest demonstration said, "We have been living like refugees in our own homeland following a premeditated and sustained aggression by illegal immigrants. The illegal immigrants have their hands in many of the untoward incidents witnessed in the State" . They went on to ask how house listing and population enumeration would be carried out when thousands of IDPs have neither houses nor house numbers. One Khoirom Dhamen, co-convenor of the apex committee of IDPs from Ikou village, expressed keen desire for the authorities to carry out census operations in a just and fair manner only after all the IDPs have been resettled at their original villages. He urged the Government not to carry out census operations when IDPs have been taking refuge in relief camps, away from their homes. Dhamen said that IDPs will contribute at their best level in the struggle to protect Manipur from illegal immigrants and make it a peaceful and progressive State. Sougrakpam Sumati of CJFD underscored the need for all to launch a strong mass movement in order to ensure that the census operations are carried out in a just and fair manner. "We must see that the census operations are carried out only after all the IDPs are resettled at their original homes. Let us ensure that the census exercise is conducted after all the illegal immigrants are identified and deported", she said.

In Manipur, the preference of parents and students for private schools over Government institutions has been a widely acknowledged fact. While the reasons for this preference may vary, the outcome remains the same, parents opt for private schools due to perceived better facilities, infrastructure, and resources. However, despite these challenges, the teachers at Khagemba Junior High School at Keibung Oinam Leikai, Imphal West, have taken extraordinary steps to ensure that the school continues to function and the students receive the education they deserve. Currently, 40 students are enrolled at Khagemba Junior High School which has nine teachers.

These teachers have stepped in, using their own money to provide van services to ensure their students are able to attend school regularly. Speaking to The Sangai Express, these teachers highlighted several challenges faced by the school, including the absence of a headmaster and shortage of teaching staff, among other issues. Although the school has a sufficiently large campus, it lacks adequate classrooms, they said, noting that some classrooms are currently under construction. They urged the Government to complete the construction of classrooms as soon as possible. They also mentioned that the school previously had 11 teachers, but now only has nine. Regarding the mid-day meal programme, the teachers stated that they receive rice regularly but students cannot be served rice alone. Stating that they raise money themselves to provide dishes, they expressed a desire for the Government to address their concerns. Government spends a large sum of money on Government schools, and teachers are recruited through exams, yet parents still prefer sending their children to private schools, they said and emphasized that the Government needs to understand why this happens. 'What's the point of running a school if there are no students?' they asked. They questioned whether the Principals and teachers in private schools are better than those in Government schools. While private schools are able to maintain cleanliness, Government schools are comparatively lacking in this area too, they said, urging the Government to make a sincere effort to promote Government schools. Saying that most students in Government schools come from underprivileged families, they emphasised that the Government needs to support them through genuine action.

Even as the crisis in the Middle East has disrupted the global oil and energy market, IndianOil has reassured that the LPG supply in the country remains stable, adequate and under close monitoring. The Corporation, in a press note, also said that the domestic LPG continues to be accorded the highest priority. It also said that IndianOil has maintained uninterrupted LPG supply to households and is currently delivering around 28 lakh LPG cylinders daily, which is consistent with normal delivery levels prior to the onset of current geo-political tensions. IndianOil reassured all Indane customers that supplies remain adequate and stable, and there is no shortage of LPG in the country. It advised customers not to queue at LPG distributorships and to avoid panic booking or stocking of LPG cylinders. The Corporation also urged the customers not to believe in rumours and to rely only on official sources of information. Encouraging customers to use digital modes such as SMS and IVRS for booking LPG refills, the Corporation stated that nearly 87 per cent of bookings are received through digital platforms currently. Deliveries are being carried out with Delivery Authentication Codes (DAC OTP) to ensure cylinders are received by the intended customers, it said. Saying that the Corporation is actively listening to concerns shared on its social media platforms and remains committed to addressing them promptly, it appealed to Indane customers to reach out at [email protected] for quick assistance. Reports of malpractices by certain LPG distributors have been noted through social media and customer complaints, it said and added that multiple cross-functional teams have been deployed to conduct surprise inspections of LPG distributorships and curb black marketing and hoarding. To date, more than 7,500 inspections have been carried out, and action has been taken against 141 LPG distributors, including suspension of 5 distributors, it said. Saying that IndianOil, as well as other Oil Marketing Companies, are working closely with State Governments across the country to prevent malpractices and curb hoarding, the Corporation added that around 68,000 raids have been conducted so far and over 48,000 cylinders seized.

Security forces recovered a huge cache of arms and ammunition from Churachandpur and Bishnupur districts yesterday. A bulletin issued by police late last night said that two 12 bore rifles, two front loaded single barrel rifles, one modified AK-47, two 9 mm pistols with magazines, three magazines of different arms, four pumpis, 81 live rounds of different calibres and some protective gear and gadget from the general area of Dampi ridge under Churachandpur police station.

In another operation, security forces seized one .32 pistol with magazine, three live rounds of .32 ammunition, one single barrel gun, one HE hand grenade, five 12 bore cartridges and one blank round from Upokpi Khunou Mamang Leikai and adjoining Loktak areas under Bishnupur police station. The bulletin also mentioned that three bunkers were destroyed at Satang Hill under Sagolmang police station yesterday. Security forces also recovered three packets of WY tablets weighing approximately 3.5 Kg from Homeguard Veng area of Moreh under Moreh police station.

After a prolonged period during which departments based in Imphal were unable to fully access the hill districts of Manipur, the Director of Social Welfare Department, Sheikh Abdul Hakim, visited Churachandpur district yesterday under the initiative of the Chief Minister. During the visit, the Director met MLAs, Anganwadi workers, and members of the public, holding direct interactions to deliberate on developmental activities and welfare measures in the district. He held discussions with several legislators, including Henglep AC MLA Letzamang Haokip, Singhat AC MLA Chinlunthang Manlun, Churachandpur AC MLA LM Khaute, and Saikot AC MLA Paolienlal Haokip. The association also acknowledged the Govern- ment's efforts in addressing the challenges faced by the people. At the same time, they conveyed their desire to meet the Chief Minister personally, expressing concern over the uncertainty regarding when and how such a meeting could take place. Speaking on the occasion, Sheikh Abdul Hakim stated that the Chief Minister is keen on understanding the needs of the people and personally monitoring developmental activities. He said the visit was part of this broader initiative to strengthen outreach and ensure effective governance. He further informed that the department is taking steps to release the pending old-age pension for the past six months within this month. Emphasising better coordination, he noted that efforts would be made to strengthen ties between departmental offices and MLAs for the welfare of the people. Reiterating the department's commitment, he assured that all necessary steps would be taken to ensure that the benefits of welfare schemes reach the intended beneficiaries. He urged all concerned to extend cooperation in achieving this objective, adding that the Chief Minister has directed officials to ensure that public welfare measures are effectively implemented. During the visit, the Director also inspected the One Stop Centre in Churachandpur and reviewed the functioning of the District Social Welfare Department. The visit has instilled hope among the people for improved coordination, enhanced outreach, and timely delivery of welfare benefits in the district.

While expressing its reservation against Chief Minister Y Khemchand's proposed visit to Jiribam to interact with IDPs, the so-called Indigenous Tribes Advocacy Committee (ITAC), Pherzawl & Jiribam districts has demanded a political settlement under the provisions of Sixth Schedule in Pherzawl district and tribal areas of Jiribam. The Churachandpur based Indigenous Tribal Leaders' Forum (ITLF), Kangpokpi based Committee on Tribal Unity (CoTU), Kuki-Zo Council and Kuki-Inpi Manipur have been demanding a Separate Administration with its own Assembly. A press release issued by ITAC said that the core issue at hand is not limited to compensation or resettlement of the affected tribal IDPs. Rather, the fundamental requirement for lasting peace lies in addressing political rights and land settlement for the tribal communities of Pherzawl district and the tribal areas of Jiribam, it said. In addition to political settlement under the provisions of the Sixth Schedule, the ITAC has also demanded removal of all checkpoints set up by the Government of Manipur along Barak River, and a comprehensive resettlement and compensation package for tribal IDPs of Jiribam. Though ITAC said it remains committed to constructive dialogue and is prepared to engage in negotiations for a lasting solution, it urged all groups and individuals to refrain from cooperating with the proposed visit of the Chief Minister to Jiribam until meaningful progress is made on its demands.

CPI Manipur State Council has warned of strong and sustained mass agitation if the Government opts to carry out census operations without first identifying and deporting illegal immigrants from the State. Speaking to media persons at Irabot Bhavan, BT Road here today, CPI Manipur State Council convenor RK Amusana asserted that the Central Government and the State Government must first identify and deport illegal immigrants from the State before going ahead with the scheduled census operations. He said that CPI Manipur State Council held a meeting and adopted three resolutions in connection with the issue of census operations. The three resolutions adopted by the party are--carry out census operations after identifying illegal immigrants; convene a special Assembly session and adopt a resolution to identify illegal immigrants; and uphold law and order and protect Manipur, he said. Amusana said that Manipur has been facing a demographic crisis following incessant influx of immigrants. There were a large number of militants among these hordes of illegal immigrants who came to Manipur and they launched a sustained aggression on May 3, 2023 and killed many innocent people, burnt down houses and displaced tens of thousands of people, he said. Pointing out that both census operations as well as identification of illegal immigrants cannot be carried out properly if the State is not in a position to enforce law and order effectively, Amusana underscored the importance of enforcing law and order effectively throughout the State. A special session of the Manipur Legislative Assembly should be convened at the earliest to discuss the pressing issues of illegal immigrants, law and order and safeguarding the integrity of Manipur, he said. MLAs of both the ruling parties and the Opposition party must adopt a unanimous resolution on these issues. The Government may also convene an all-party meeting to help chart out its course of action, he added.

The Minorities Students' Association (MSA). Manipur, has raised serious concerns regarding alleged irregularities within the WAQF Board, Manipur, following an investigation into various recruitments and the management of schools and Madrasas under the board's purview. At a press briefing held at the Manipur Press Club today, MSA president Ph Ljuj Ahamad recounted the MSA's earlier press brief on March 29, where they sought public explanations from the board on its recruitment announcements. Despite our request, no clarification has been issued till date, he stated, warning that the board's silence could trigger "unpleasant sequences". Ahamad revealed shocking irregularities in the MSA's investigation, including teachers posted to nonexistent Madrasas, WAQF Project Officers doubling as school Principals, and subject teachers were appointed without public advertisements, violating procedures and risking the board's collapse. He also condemned supporters of the WAQF chairman for allegedly misrepresenting MSA's efforts to enforce rules, insisting the association would not tolerate interference. We will continue monitoring all schools and Madrasas under the board closely and update the public regularly, Ahamad affirmed. Ahamad further called upon the public and other organisations in Manipur to cooperate and support MSA's initiative to address official misconduct and infrastructural shortcomings within the WAQF Board.

The memorandum further pointed out that due to the ongoing incomplete construction, the existing road connecting Tamenglong and Tousem has been severely affected. The situation is expected to worsen during the rainy season, making vehicular movement extremely difficult and disrupting daily life in the region. Expressing concern over the prolonged delay, the union has urged the concerned authority to resume the construction work at the earliest and complete the project within a stipulated time frame. It has specifically called for the work to recommence by April 10, 2026 . The memorandum also warned that failure to meet the deadline may compel the public to launch democratic forms of agitation, holding the responsible authorities accountable for any ensuing consequences.

The Kshetrileikai Apunba Meira Paibi and Kshetri Leikai Semgat Sagat Lup have expressed strong resentment over the arrest of Ningthoujam Hemanta Singh (28) of Thoubal Kshetri Leikai by security forces on March 12 from Thoubal Wangmataba on charges of being associated withKCP (Taibanganba). In a joint statement, the two organisations asserted that Hemanta is an innocent person who earns his livelihood through daily wage work and strongly condemned the allegations levelled against him. They stated that Hemanta has been actively involved in local community activities and has contributed significantly to efforts against drug abuse in the locality. He is also known for his participation in developmental initiatives carried out by local clubs, they added. The organisations further highlighted that during the violence that erupted on May 3, 2023, Hemanta had actively assisted the Meira Paibis by extending aid and support to affected people, travelling along with women volunteers to various places. Maintaining that he has no links with any unlawful organisation, the bodies said such allegations against him are unacceptable to the people of the locality. They also appealed to KCP (Taibanganba) to issue a clarification statement so as to remove confusion among the public regarding the matter.

The Jiri United Committee (JUC), Jiribam has announced its preparedness to submit a memorandum to Manipur Chief MinisterYumnam Khemchand Singh during his upcoming official visit to Jiribam, highlighting several pressing issues concerning the district. Speaking to media persons, JUC chairman M Maipaksana Singh stated that the decision to submit the memorandum was taken during a joint meeting of the committee. A key demand to be raised is the restoration of free movement for the Meitei community along the Jiribam-Tamenglong (JT) Road. He pointed out that while free movement has reportedly been restored for other communities in the district, restrictions continue to affect Meitei commuters along the route. The memorandum will also urge the State Government to implement the National Register of Citizens (NRC) using 1951 as the base year, with the objective of safeguarding indigenous communities. It further propose that the Census exercise be carried out only after the NRC process is completed. Addressing humanitarian concerns, the committee will press for the completion of pending repair and construction works of houses for internally displaced persons (IDPs). Highlighting the prolonged hardships faced by IDPs residing in relief camps, the JUC has called for their early resettlement. In the healthcare sector, the memorandum seeks the upgradation of the Jiribam Community Health Centre (CHC) into a full-fledged district hospital, along with the deployment of adequate numbers of doctors, nurses, and other medical staff to improve medical services in the area. Additionally the JUC will reiterate its earlier demand, submitted to the previous Chief Minister in 2024, for the establishment of permanent police outposts in Jirimukh, Pradhan Bazar, Boroi Khal, and Leisabithol to strengthen security in the region. The meeting was also attended by JUC convenor, H Priyananda Singh and other members of the committee.
